Treated water, or effluent, is conveyed and discharged into the Columbia River via a 30-inch pipeline and submerged outfall diffuser built in 1974. This project will build a larger effluent pipeline and an improved outfall diffuser. The new outfall diffuser is currently being installed and will improve mixing and dilution of treated wastewater discharged into the Columbia River. The project will also reduce ongoing maintenance at the outfall location by improving shoreline stability.
